- Abstract
- The five-year Zambia Nurse and Life Skills Training Program (ZNLTP) commenced in 2013 to help address Zambia's chronic nursing shortage and youth unemployment crisis. By using an e-learning approach that enables rapid scale up, the project planned to enroll 6000 youth aged 16 to 24 in nursing, of which at least 30% of the most vulnerable would receive scholarships. By midterm, the project had introduced e-learning and life skills in 5 of 12 nursing schools; Chipata, Kitwe, Livingstone, Mufulira and Ndola. This evaluation was commissioned to; inform implementers' decision-making; support a practical learning environment and promote performance accountability. Using the key questions set out in the terms of reference and the project's theory of change, the evaluation assesses a) project progress against set targets at output and outcome level; b) the reasonability of the relationship between project costs and results; c) the project's performance (relevance of results, relevance of the program model, sustainability, shared responsibility and accountability, appropriateness of design, resource allocation, and informed and timely action); and d) identifies lessons learned to inform the rest of the project. Mixed data collection methods were used to triangulate the findings. A total of 15 Focus Group Discussions with students and tutors and 37 face to face/skype interviews with key informant interviews and project stakeholders were carried out. Out of 154 students targeted to complete questionnaires, 131 active e-learners and 4 drop-outs responded, representing 87% of the first cohort of e-learners. All data was coded and stored securely and analyzed using NVIVO 10 for qualitative data and SPSS for quantitative data. No major study limitations were noted in the evaluation, except the validity of comparisons of performance between e-learners and regular students.
