Abstract
This Outcomes Baseline Inception Report was prepared by Vanguard Economics in September 2022 for the Mastercard Foundation's Young Africa Works (YAW) Programme in Rwanda. The report outlines the plan and methodology for an upcoming study to establish baseline data for monitoring the impact of the YAW Programme, which focuses on youth employment across sectors like Agriculture, Tourism & Hospitality, Micro, Small and Medium Enterprises (MSMEs), and the Digital Economy. It details the quantitative and qualitative methodological approach, including stratified random sampling of Rwandan youth aged 16–35 across all thirty districts, and explains the ethical considerations and stakeholder analysis informing the study's design. The primary goal is to analyze the current employment situation to benchmark future progress towards dignified and fulfilling work opportunities for young women and men in Rwanda.
