Abstract
This paper was prepared for the Mastercard Foundation report, Secondary Education in Africa: Preparing Youth for the Future of Work. This background paper examines how scholarships and cash transfers can improve access to secondary education in Sub-Saharan Africa, especially for disadvantaged students. It reviews evidence on targeted subsidies, conditional and unconditional cash transfers, and combined “cash-plus” models. The paper highlights effective targeting, supportive community engagement, and pairing financial support with quality-enhancing interventions as key to improving enrolment, retention, and learning.
