Abstract
This paper was prepared for the Mastercard Foundation report, Secondary Education in Africa: Preparing Youth for the Future of Work. This overview report points to the simultaneous rapid growth of enrolment in primary schools across Africa and alarming signs of a decline in the quality of teacher education. The report is concerned with how Sub-Saharan African Countries should best address the twin challenges of increasing both the quantity and quality of secondary school teachers over the next two decades and beyond.
