Abstract
This paper discusses attempts to decentralize management and governance to secondary schools in Sub-Saharan Africa and argues that, in line with international trends, it has often been done grudgingly and with reservations. This paper was prepared for the Mastercard Foundation report, Secondary Education in Africa: Preparing Youth for the Future of Work.
