Abstract
This document is a briefing note that discusses the "Savings at the Frontier" (SatF) initiative, a partnership between the Mastercard Foundation and Oxford Policy Management, which ran from 2015 to 2021 to improve financial inclusion for low-income individuals in sub-Saharan Africa. Focused on Ghana, Tanzania, and Zambia, the program collaborated with local financial service providers to explore how savings groups in Tanzania use and prefer financial services. The findings highlight a strong demand for formal financial services, surpassing traditional village savings and loan models, and include recommendations for financial institutions on engaging this untapped market.
