Abstract
This report provides an analysis of Rwanda's digital economy to inform the Mastercard Foundation's strategy refresh. The report is structured around three main drivers of job creation: Digital Skills, Digital Platforms, and Digital Entrepreneurship. It identifies current gaps and recommends "smart bets" to accelerate digital growth and job creation, focusing on inclusivity for vulnerable youth segments. Rwanda's digital economy, which has grown at an average of 15.3% annually, is vital for transitioning to a knowledge-driven economy.
