- This executive summary of the PSIPSE approach and suggested learning priorities discusses how the universal education movement has increased primary school attendance in Africa and Asia, while secondary education faces barriers. This research brief summarizes key findings and provides a high-level description of the building blocks of the MEL framework, and offers suggestions for how to prioritize among framework components and begin executing a learning agenda.
