Abstract
The Midterm Review of the "Amelioration des Performances et d'Entreprenariat au Senegal" (APTE) project, implemented by the Education Development Center (EDC), assesses the program's performance using the DAC criteria. The project is highly relevant, aligning with the Government of Senegal's strategic priority to institutionalize youth employability programming and support the mandate to orient 30% of secondary students toward technical and vocational education and training (TVET). However, effectiveness is hampered by the dense, 10-day initial teacher training, which teachers feel lacks adequate follow-up accompaniment, coaching, and support. To ensure impact and sustainability, the review critically recommends shifting the monitoring and evaluation focus from predominantly supply-side inputs (such as training numbers) to capturing evidence of learning, behaviour change, and stronger community and private sector engagement.
