Abstract
This YouthSave Initiative Mid-Term Evaluation, conducted by Universalia for the Mastercard Foundation and the YouthSave Consortium, reviews the progress of a program launched in 2010 to promote youth savings in Colombia, Ghana, Kenya, and Nepal. The initiative aimed to provide accessible savings products and financial education to low-income youth while generating research to inform policy and practice. The evaluation found that implementation was delayed but making progress, with strong outreach and effective financial education. However, coordination challenges, uneven country performance, and weak links between research and programming limited impact. Recommendations focused on improving coherence, accountability, and sustainability.
