- Abstract
- The YouthSave Final Evaluation, conducted by Genesis Analytics for the Mastercard Foundation and the YouthSave Consortium, assesses the program’s five-year impact in Colombia, Ghana, Kenya, and Nepal. YouthSave aimed to expand financial inclusion for low-income youth (ages 12–18) by offering youth savings accounts and financial education through local banks. The evaluation found the initiative successfully reached tens of thousands of young people and strengthened awareness of youth savings. While three of four banks continued youth products, the commercial business case remained unproven. The program advanced financial education, built regulatory precedents, and generated valuable research, though policy influence and scale were limited. Key lessons emphasized stronger coordination, locally adapted design, long-term planning, and sustained dissemination of learning to promote systemic change in youth financial inclusion.
