- Abstract
- The purpose of this evaluation is to provide The Mastercard Foundation and Wellspring Advisors with an evidence-based assessment of the outcomes achieved through the school-based training, and document the lessons learnt in program implementation, partnership development and institutionalization of the TIA and ITT approaches. The specific objectives of the evaluation are- 1. To assess the relevance, effectiveness, efficiency, impact and sustainability of the program; 2. To provide targeted recommendations to inform future interventions, particularly the potential for scale-up in Tanzania; and 3. To develop case study in cases where there are indications of early wins due to the contributions of the program over the past three years. The ITT evaluation employed a mixed method approach. Key informant interviews, focus group discussions, in-depth interviews and a quantitative survey checklist were used to collect evaluation data. This evaluation established that the ITT project succeeded in meeting its objectives to a larger extent. Results demonstrate that the majority of head teachers have adopted participatory leadership after the leadership development training. The majority of teachers were reported to have started using LCT in the classrooms. Students indicated that LCTs helped them study and understand better the lessons as well as improving their confidence. As a result of the PDF training, students involved have improved their research skills, critical thinking, argumentation, confidence and English language speaking, writing and reading skills. There are now debate clubs at the schools and students also participate in intra-school and interschool debate competitions. Despite having a limited scope, the engaged communities, from the community engagement component were shown to now participate in school meetings as well as support their children's academic development.
