Abstract
This briefing note was prepared for the MasterCard Foundation’s work on Secondary Education and the Future of Work in Africa. It provides a brief overview of existing literature on educational reform and the implementation of change at scale in African education. To do so it also considers different approaches to political economy of educational reform.
