Abstract
The evaluation reviews Habitat for Humanity Uganda’s Housing Support Services (HSS) pilot in Luwero and Lugazi, which trained housing microfinance clients in basic construction skills to improve housing quality. The study assessed suitability, learning, behavior change, and construction outcomes. While participants valued the training, gained knowledge, and reported higher confidence, HSS showed minimal measurable impact on actual construction quality. The report recommends stronger follow-up, technical support, and expanded engagement across the housing value chain.
